The Department of Defence is one of Australia’s largest and most complex public sector organisations and employs more than 70,000 people deployed on operations and exercises throughout Australia and the world.

The challenge

The Russell Offices complex in Canberra is the nerve centre of the organisation, home to the high-level planning and administrative cells critical to the nation’s security such as the Defence Intelligence Organisation and the headquarters of Army, Navy and Air Force.

So when it came time to relocate 600 highly skilled, professional people and three specialist areas of Defence into the new headquarters within the Russell Offices complex, it called for a meticulously planned and highly secure execution which only Atlantis could provide.

The key issue for Defence was the need to ensure we could relocate all staff and equipment safely and efficiently, while continuing to meet strategic-level Defence requirements, particularly in support of military operations. High level administrative and mission planning capabilities could not be jeopardised at any stage of the project.

What made this a Smart Move

To meet the challenge, a highly-evolved strategic plan was necessary to manage the move, one which took into account the hierarchical structure of the organisation and the requirement to be sensitive to the different needs of both uniformed and civilian personnel.

Atlantis worked with the relocation consultant to develop an effective planning solution for the relocation of three sites into one. We provided the know-how and applied the specialist services and equipment which guaranteed a smooth transition, achieved over three stages and spanning a three-month timeframe.

The move was particularly complex due to the need to move classified and top secret material and equipment. Other challenges included the relocation of equipment relating to secure and encrypted voice and data networks and restricted Defence IT networks.

This is where Atlantis’ planning methodology and specialised equipment came into its own.
To provide the highest level of service, Atlantis appointed a Project Manager to work with the relocation consultant to plan, analyse and focus on the specific challenges of the operation. This allowed us to remain flexible and able to quickly respond to the needs of the client and the changing operational nature of the Defence environment.

Supported by a comprehensive ‘live’ Relocation Strategy, the Atlantis Project Manager and team were able to effectively apply their experience and expertise to bring about a successful result for the client in this demanding project.

Results

By producing a high-level strategy and plans which detailed all aspects of the relocation with military precision, the project was successfully completed within the client specified timeframes while ensuring full accountability and security at all points in the process.

The result was that each departmental unit was fully operational immediately following the move. With the least possible disruption to personnel and operations, Defence was able to focus on the important role of defending Australia’s national interests.
